When it comes to technology, it needs to be seen that the end users get the best. If there is Industry demand, developers will follow. Look at Open Source. Many governments have shifted away from MSFT and moved to Open Source. Today LAMP skills are in much higher demand compared to MSFT. When deciding on technology stack, one must see the future. Training people in Frontpage has no value today. Training them in XHTML/CSS/Linux and free software tools will go a long way both for benefit of state and students.
